RFPs must be submitted in a sealed envelope and delivered to the Office of the School Business Administrator of Morris School District Board of Education on or before date and time indicated above. The envelope to bear the following information:
RFP # and RFP Title
Name and Address of the person submitting the Request for Proposal

The RFP process will begin on the above date, time and location by Anthony LoFranco, Business Administrator/Board Secretary, or designee. No RFPs shall be received after the time designated in the advertisement. (N.J.S.A. 18A:18A-21(b)). The Board of Education does not accept electronic (e-mail) submission of RFPs.
“Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.”
Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the RFP.
The Board of Education reserves the right to reject any or all RFPs pursuant to N.J.S.A. 18A:18A-2(s), (t), (x), (y), 18A:18A-4(a), 18A:18A-22, and to waive any informalities.
As the School Business Administrator/Board Secretary of the district, I am providing this Special Notice concerning the submission and opening of RFPs.
Submission of RFPs
All potential bidders are to send their responses through the US Postal Service (Certified Mail or Overnight Mail suggested) or other recognized delivery service that provides certification of delivery to the sender. Please do not attempt to hand deliver RFPs!
Opening of RFPs—Online Live Streaming
The board of education is aware of N.J.S.A. 18A:18A-21 which states the following:
At such time and place the purchasing agent of the board of education shall publicly receive the RFPs and thereupon immediately proceed to unseal them and publicly announce the contents, which announcement shall be made in the presence of any parties bidding or their agents who are then and there present.
To ensure there is “social distancing” amongst all parties in the RFP opening, the RFP opening will be conducted via online live streaming. The names of the vendors and their prices will be announced on the online live streaming which may be viewed by the general public and interested parties on the advertised RFP date and time.

Use of District Facilities
The members of the Morris School District Board of Education recognize that the district facilities represent the largest jointly owned resource in the community. As such, they direct the administration to protect and properly maintain these assets. Additionally, they believe that these assets need to be made available to members of the community for their use beyond the school day.
Serving as a community resource is the best way to maximize the return on the investment the residents have made in our schools and fields. As such, we welcome community members or organizations to utilize our school facilities when they are not in use by the instruction/extracurricular programs.
The Board of Education has policies and regulations that govern the use of district facilities; anyone wishing to utilize district facilities agree to abide by these policies. Listed below are a few of the more pertinent polices for your quick reference:
