What is a policy?
Policies are set and approved by the Board of Education and
provide direction to the Superintendent as to how to manage
the Morris School District. Policies provide guidelines and
direction for most aspects of the Morris School District.
What is a regulation?
A regulation is developed by the Superintendent and does
not have to be approved by the Board of Education. Usually
regulations are directed by a policy. For example, policy
6154 directs the Superintendent to develop a regulation about
homework. The regulation implements the policy and is usually
very specific.
How do I find the policy I’m looking for?
Policies are grouped into the following categories:

- 3000 Series—Business / Finance
- 4000 Series—Personnel
- 5000 Series—Student Information
- 6000 Series—Education / Curriculum
- 7000 Series—Facilities / Bids / Construction
- 9000 Series—Board of Education bylaws
Are all the policies and regulations here?
The Board of Education has spent the past year updating its
policies. All approved policies are provided here. As policies
are updated they will be put on the Web site. Over the next
year, the Superintendent will verify that all required regulations
have been updated.
What if I disagree with one of these policies or
regulations?
The Board of Education, as your elected representatives,
set and approve the policies. If you disagree with a policy,
please let the Board of Education know. The chairperson of
the Morris School District Board of Education policy committee
is listed above. If you object to a regulation, contact your
building administrator, who will forward it to the appropriate
administrative staff. You can always welcome to attend Board
of Education meetings to voice your concerns.
What if I don’t think that one of these policies
is being implemented in my child’s school?
Administrators are required to adhere to the policies. If
you feel that a policy or regulation is not being followed,
contact your building administrator and discuss the issue.
If you are unsatisfied contact the Morris School District
administration.
What if a policy is not there?
The Morris School District Board of Education uses the policies
recommended by the NJ School Boards Association. While we
include a large number of policies, we don’t include
all. If you feel that a policy is needed, contact the policy
chairperson for the Morris School District Board of Education
to discuss the issue.
How do I read a policy?
- Upper Right Heading. This provides the
file-code, which is the policy number. It also indicates if
the policy is required by the state (mandated) and will be
monitored (monitored) by the state.
- Upper Left Heading. This indicates if
it is a policy or a regulation.
- Policy Name. Below the header is the
name of the policy.
- Policy Text. The text of the policy follows
the name.
- Reading Dates. The dates the policy was
first read and approved are provided after the text. Policies
must be read and approved at two separate Board of Education
meetings before they are adopted. Any approval dates of previous
policies are also provided.
- Legal References. Any laws that pertain
to this policy.
- Cross References. Policies that are related
to this policy.
- Keywords. Keywords under which this policy
will be listed.
