In order to use the time, effort and expertise of the members of the Board effectively, the Board
shall operate under a committee system.
Standing Committees
The Board may authorize the establishment of such standing committees from among its
membership as it finds necessary to study operations in specific areas and to make
recommendations for board action. The following rules will govern the appointment and function
of such committees:
- The standing committees shall be established through action of the Board.
- Members and chairperson of the committees shall be appointed by the Board president.
- The committees shall be provided with a list of their functions and duties.
- The committees may make recommendations for Board action, but they may not act for the
Board.
Exceptions:
- The Human Resources Committee shall continue to hear and decide
grievances as it has in the past. That is, the committee chairperson or
Administrative representative is to summarize all and any grievances filed
and report progress toward solution, or the solution, to the whole Board
during the Board’s next Executive Session. However, if the Committee feels
that the grievance represents an important issue with regard to precedence,
financial impact or scope, it should be referred to the Board as a whole. The
decision “to refer” or “not to refer to the whole Board” will be determined by
the Board’s committee and the Superintendent; the decision shall be
recorded in the committee minutes.
- The Superintendent or his/her designee, the Director of Pupil Services, and a
minimum of two (2) Board of Education members shall conduct residency
hearings; should this committee decide to remove a student who is currently
attending the district’s schools, the parent or guardian is entitled to a hearing
by the full Board if he/she so requests. The Superintendent shall report the
details to the full Board at the Board’s next Executive Session.
- The Board president and Superintendent shall be ex officio members of all standing
committees. The Board president may vote; however, the Superintendent may only advise.
- Committee chairs will report to the full Board during executive and/or regular meetings of the
Board of Education.
- All standing committees shall be dissolved at the end of the board's year--at the annual
organizational meeting. They may be dissolved at any time by a motion of the Board.Special Committees
Special committees may be created for special assignments. The same rules shall apply to
special committees as apply to standing committees, except that they shall be dissolved upon
completion of their assignment.
Committee of the whole
The Board reserves the right to meet and work as a committee of the whole to gather and share
information, to discuss, and to explore alternatives. No official action shall be taken at these
meetings, unless so advertised.
