The superintendent, in consultation with the teaching staff, shall develop a list of criteria for evaluation and acceptable standards of proficiency for all programs offered by the district. These criteria must reflect:
- The district's goals for each program and for the district as a whole.
- Educational goals and objectives for the district
- New Jersey Core Curriculum Content Standards and Workplace Readiness Skills
- New Jersey statute Administrative Code
- Performance objectives established for the approved curriculum
Teachers shall assess student performance relative to established subject and/or course proficiencies at the beginning of the school year and develop appropriate indicators of pupil progress.
Students who have not yet attained established minimum levels of proficiency in language arts literacy and mathematics shall receive additional instruction through an appropriate academic support program and/or special education. Students who have not yet demonstrated proficiency in the majority of core curriculum content established for the respective grade level may benefit from additional time and should be considered for retention.
Specific indicators of achievement and standards of proficiency shall be developed for all courses to be accepted as credit for high school graduation. Pupils and parents/guardians shall be informed of these, in writing, at the time of registration for the course. The superintendent shall annually report to the board and the community at a regularly scheduled meeting an evaluation of pupil progress toward meeting district and school goals and objectives.
Lack of progress toward the attainment of established performance objectives shall be regarded by the board as an indication that revisions are needed in educational programming, general strategy, staff, staff resource utilization, and/or other aspects of the learning program.
