The staff must maintain complete classroom and grounds supervision during regular school hours.
When a personal emergency arises which requires a teacher to leave the classroom or playground area he/she is supervising, the administration shall be notified immediately in order to secure proper supervision for the group. Faculty members may not solicit the services of staff members who have other classroom responsibilities to supervise pupils during absences arising from personal emergencies.
The Superintendent or his/her designee shall seek the cooperation of the police and other appropriate agencies in providing for the safety of pupils on or around school property.
The principal shall inform all staff of school safety rules and regulations at the beginning of the school year and shall post copies of the rules in a prominent place in each school. Special emphasis shall be given to accident prevention and precautionary measures in case of fire.
The school shall set up procedures to validate requests for early dismissal to ensure that children are released only for proper reasons and when appropriate into proper hands. No pupil may be released on the basis of an invalidated telephone call. No teacher shall send any pupil on a private errand.
Pupils shall leave the building following the close of their school day unless they are participating in an activity under the direct supervision of a teacher, coach or adviser. Loitering in the building or on school grounds will not be permitted.
Children of estranged parents may be released only upon the request of the parent whom the court holds directly responsible for the child and who is the parent/guardian registered on the school record. The schools shall not be a party to other arrangements with estranged parents.
The district shall cooperate with parents/guardians and local authorities in organized programs to enhance the safety of district pupils.
Parents/guardians are requested not to permit their children to bring expensive or fragile objects to school and to label or otherwise identify clothing, books, and personal items.. The Morris School District is not responsible for items that are destroyed on, or stolen from, school property, including lockers.
Morris School District recognizes the safety of its pupils as a consideration of utmost importance. The removal of children from school prior to the end of the school day may constitute a deprivation in itself and could be an indicator of abuse.
Release to an Individual Impaired by Drugs/Alcohol Prohibited
The Board of Education believes that allowing a child to be released into the custody of a parent/guardian or other authorized individual who appears to be impaired by drugs or alcohol can have tragic consequences. Therefore, the Board of Education prohibits allowing a pupil to be picked up from school by any person who appears impaired by drugs or alcohol. The Superintendent or his/her designee shall make the final determination as to whether an individual is impaired.
Megan's Law
The Morris County Prosecutor's Office will notify the District of Tier Two offenders (moderate risk of re-offense) and Tier Three offenders (high risk of re-offense) in the community by contacting the Superintendent and certain building principal(s). Principals should notify all employees who regularly observe unauthorized persons on or near school property, including administrative staff, teachers, teaching assistants and security personnel. Information should not be provided to students, parent-teacher organizations, community organizations, parents/guardians from other schools, or the press. The Prosecutor will provide a list of persons the District should notify regarding a Three Tier offender, which list will include parents of the students in the local school(s). A cover letter, approved by the Prosecutor, should accompany the notice and state that school staff have been notified and appropriate precautions will be taken. A copy of the notice should be filed where only appropriate personnel can access it. School personnel notified of an offender in their capacity as such shall not disseminate information to anyone not specifically identified by the Prosecutor or Attorney General. Any school employee who inappropriately disseminates information may be disciplined. If any school employee has reason to believe that the subject of a notification poses a danger, local law enforcement should be contacted immediately.
The Board of Education directs the Superintendent to develop administrative rules, regulations, and procedures which will include provisions for:
- Dismissing children prior to the end of the school day; and
- Notifying appropriate law enforcement and child welfare authorities when a child appears to be missing from the educational system.
- Compliance with Megan's law, the Attorney General Guidelines, and directives of the County Prosecutor's Office regarding offenders.
