The assessment of student proficiency and progress is essential to the evaluation of instructional effectiveness and educational programming decisions. The Superintendent or his/her designee shall develop assessment, grading or rating, and reporting procedures to ensure teachers, parents, and the student understand how he/she is performing relative to:
- Core curriculum content standards for each subject area, grade level, and/or course;
- Personal performance objectives established in an individualized educational program (IEP), an individualized student improvement plan (ISIP) in basic skill development and English language proficiency, community service, independent study, or workplace learning agreement;
- Attendance, behavior, study skills, and other workplace readiness skills;
- National and/or state performance norms for standardized tests and state assessment; and
- Eligibility, promotion, and graduation requirements.
Assessment strategies may include, but are not limited to: standardized ability and achievement tests, teacher-constructed quizzes and tests, interviews, surveys, portfolios, and performance-based tasks.
The procedures shall be developed so that each student knows the behavioral and achievement expectations in advance.
Grading or rating may include, but is not limited to: normative comparison data, checklists, rating scales, letter or numeric symbols, narrative reports, grade point average, and class rank.
Reporting procedures may include, but are not limited to: parent/guardian contacts, progress reports, report cards, conferences, transcripts, narrative reports, and individual student performance reports for New Jersey State Department of Education assessment examinations and commercial standardized tests.
Qualification for placement in any course level, academic support program (i.e., Gifted and Talented, Basic Skill Development, and Bilingual/ESL), or special education program shall require multiple criteria which may include, but not be limited to: demonstrated proficiency on standardized tests, portfolio assessment, grades, and teacher recommendation.
