TRANSFERS/WITHDRAWALS

The Board of Education recognizes that there are significant differences in educational programs and services provided by schools and school districts throughout the nation and State of New Jersey. The Superintendent or his/her designee shall implement procedures to facilitate an effective transition for students entering or leaving the Morris School District within the following guidelines.

Withdrawals

The Board of Education directs that whenever a pupil wishes to withdraw from school, effort should be made to determine the underlying reason for this action and the resources of the district should be used to assist him/her in reaching his/her own goals. No pupil under the age of 18 will be permitted to withdraw without the written consent of his/her parent/guardian. The parents/guardians of the pupils over 18 will be informed of such withdrawal.

The Superintendent shall develop procedures for withdrawal from school which:
  • Make counseling services available to any pupil who wishes to withdraw and refer them to other community agencies when and where applicable;

  • Make every effort to satisfy the pupil's future educational needs by developing and offering alternative educational plans;

  • Help the pupil define his/her own educational life goals and help him/her plan the realization of them;

  • Ensure the timely return of all district-owned supplies and equipment in the possession of the pupil; and

  • Develop follow-up data on pupils who withdraw from school.
Transfer from Morris School District

Whenever a pupil wishes to transfer from a district school to a nonpublic school for reasons other than relocation, effort should be made to determine the underlying reason for this action. The administration shall hold exit interviews with pupils and/or parents/guardian, or may use other means, as appropriate, to solicit this information.

All parents/guardians of pupils or adult pupils transferring from the Morris School District must notify the school principal. Records shall be transferred only after verification from the school to which the pupil is transferring.

Transfers into Morris School District

All transfers of resident pupils from public and parochial schools shall be honored provided all requirements set forth in the policies of the Board relating to pupil admissions are met.

All pupils entering the Morris School District shall be under the jurisdiction of Morris School District attendance policy. Absences allowed will be prorated on a monthly basis from the date the pupil enrolls in the Morris School District.
  1. Transfers to Other Programs within the Morris School District

    Providing the requisite criteria are met and it is approved by the Superintendent or his/her designee, students may transfer to another program within the Morris School District. Other programs can include: traditional vs. multiage K-5 program, regular vs. special education.

  2. Grade Level Placement of Transferred Pupils

    In order to ensure assignment to the grade best suited to a pupil's needs and readiness, placement is left to the judgment of the building principal working in cooperation with the pupil's parents/guardians and members of the child study team. Such placements are to be governed by the following considerations:

    1. Age, health and maturity of the pupil

    2. Quality and extent of previous courses of study

    3. Record from previous school

    4. Results of standardized tests


  3. Graduation Credit-Guidelines for the award of graduation credit for transfer students are as follows:

    1. Students transferring from high school or an equivalent program in the United States or other countries or territories must produce official transcripts.

    2. Transfer students are responsible for meeting Morristown High School graduation requirements (i.e. curriculum and credit).

    3. Courses and credits completed at other schools shall be evaluated by the guidance counselor relative to curriculum and credit requirements of Morristown High School.

    4. Curriculum or credit shall not be assigned to religious courses.

    5. Bonus points shall be assigned to honors and advanced placement courses completed in an accredited secondary program.

    6. Credit requirements for graduation shall be prorated for the amount of time they will attend Morristown High School.

    7. Courses in Physical Education, Health, and Safety are required each year that the student is enrolled in Morristown High School.
Transfer of Credit From Study Outside the Regular Program

Guidelines for the award of credit for outside students include:
  1. Summer School Programs

    1. A student may receive credits for courses he/she failed at Morristown High School, but successfully made up in an accredited summer school program.

    2. A student wishing to make up credit through an accredited summer school program must obtain administrative approval in advance.

    3. Make up credit requires sixty hours (60 hours) of study and successful completion of course work.

    4. Credit shall not be awarded for any course taken for the first time in a summer school program that has not been approved for outside study. However, successful completion of any course taken in an accredited summer school program may be used to assist in the student's academic placement for subsequent course work.

  2. Outside Study

    1. Outside study may be approved for credit by the Morristown High School Principal when a course(s) is required in the sequence of an approved, four-year program of studies initiated at Morristown High School and is not offered at Morristown High School.

    2. Bonus point shall be assigned to honors and advanced placement courses completed in an accredited secondary or post-secondary program.
