The Board of Education of the Morris School District recognizes its responsibility to provide a free public education for all school-age children domiciled or residing within the school district. The Board will permit the admission of a child living with a resident of the district, who is not his/her parent or legal guardian, only upon the presentation of a sworn statement of the resident and the parent or guardian in accordance with Board policy and procedures governing the Admission of Non-Resident Children (5118). The Board reserves the right to verify the residency or domicile of any applicant for admission to the schools of this district and to request supporting documentation to corroborate the information provided in sworn affidavits. The Superintendent shall develop specific procedures for admitting students and implementing this policy.
- Kindergarten
Any child domiciled or residing in the district who has attained the age of five years on or before October 1 of a given school year, is eligible to be admitted to kindergarten. The parent or guardian must present proof of immunization and documentation of the child's identity (e.g., a birth certificate) at the time of enrollment. The parent/guardian must also present proof of residency by showing a copy of their tax bill if they own a house or a copy of their lease if they rent. They must also provide two different utility bills (cable, electric, phone, etc.). For a person moving into the district, they must show a contract to be enrolled in the school. The parent/guardian must provide a report of a thorough physical examination conducted since January 1 prior to admission or within 30 days following kindergarten entrance.
- Early Admission
The Board of Education will permit the early admittance to kindergarten of children who will become five years of age within 30 days of the kindergarten cut off date upon recommendation of a committee including a Principal at the primary school level, the Director of Pupil Services and at least two staff members qualified to administer assessments of early childhood development. The Committee shall adhere to the procedures for early admission to kindergarten.
- Grade One - Age
Any child domiciled or residing in the district, who has attained the age of six years on or before October 1 of that school year, is eligible to be admitted to grade one. Transferring children who have been enrolled in first grade in a public or approved private school and children who have successfully completed kindergarten in a public or approved private school are eligible for admission to grade one.
- Transfers Into Grades One through Twelve
All new students must provide proof of identity and document of immunizations and a physical examination at the time of enrollment. If transferring from a school district outside of the state, proof of immunization must be provided within 30 days of the date of enrollment. All beginning students must provide a report of a thorough physical examination conducted within 6 months prior to admission or within 30 days following the date of enrollment.
Parents shall be requested to sign a consent form for the release of permitted records, which will be forwarded to the previous school district. Though initial class placement will be made on the basis of the previous school records, that placement may be changed as a result of subsequent assessment procedures, including, but not limited to, assessment of minimum levels of proficiency in communication and computation.
The Superintendent shall establish a system by which mandated records are requested in writing from the previous school district within two weeks of the date of the student's enrollment N.J.A.C.6:3-2.5(c)9(iv).
- Changes in Residency

- Proof of Residency
Morris School District students are required to show a proof of residency upon entering school and at periodic intervals. The Superintendent and/or his/her designee is directed to develop a plan to ensure that Morris School District students meet residency requirements.
- Intra-District Choice/Magnet Program
The Morris School District is mandated to maintain racial balance in each District school.
The Board of Education of the Morris School District believes that all members of the community benefit from positive, integrated educational experiences. With this purpose in mind, the Morris School District has developed and implemented an integration plan. This plan uses paired schools and an open attendance zone where students are assigned to schools to achieve racial balance and a K-5 Multiage Magnet Program. The K-5 multiage magnet school provides an alternative method of instructional delivery.
The filing of an application to the K-5 multiage program does not guarantee admittance to the Multiage Magnet School at Normandy Park. Enrollment of students into the Multiage Magnet Program is based upon the following criteria:
- Sibling preference;
- Enrollment composition (ethnic, gender, race within the program and the schools);
- Space availability;
- Parent/student interest or need;
- Transportation.
If the number of applicants in any enrollment category and/or grade is greater than the number of available spaces in the Multiage Magnet Program, the remaining student registrants in any enrollment category and grade level will be chosen by lottery.
If program preference cannot be granted for the current school year, parents can submit a written request that their child's name be placed on a waiting list. As vacancies occur, student assignment will be made in the order in which written requests were received. Changes in program or school assignment will not be made after September 1.
H. Homeless Pupils
The district will determine the educational placement of homeless students in each child's best interest and respond to appeals concerning them made by parents/guardians or other parties in accordance with New Jersey statutes and administrative code.
