CONCEPTS AND ROLES IN PUPIL PERSONNEL

Board of Education

The Board of Education must establish policies to provide for:
  1. Measuring the potential, needs and progress of the individual pupil;

  2. Facilities and programs to safeguard the physical well-being and health of pupils;

  3. Governing pupil behavior and attendance according to law;

  4. Safeguarding all pupils' civil and legal rights as they may be affected by the schools. Only the Board of Education has the power to expel a pupil.
Superintendent of Schools

The Superintendent shall:
  1. Implement all the policies of the Board by developing appropriate regulations and procedures and administering them;

  2. Keep the Board apprised of pupil-related concerns on a school and district basis;

  3. Inform the Board of changes in circumstances or law that require review and revision of pupil-related policies;

  4. Carry out all functions required by law.
Pupils

Pupils shall be expected to take advantage of all programs and facilities designed to help them:
  1. Master core curriculum and develop their own unique skills and abilities;

  2. Mature at their individual rates;

  3. Learn to interact positively with others without regard to race, age, or socioeconomic background;

  4. Learn to respect the rights of others in the school and community;

  5. Develop responsible patterns of behavior and self-discipline.
