EMPLOYEE SAFETY RELATED TO BLOODBORNE PATHOGENS

The Morris School District is committed to provide a safe and healthful work environment for staff. In pursuit of this endeavor, an Exposure Control Plan (ECP) shall be provided to eliminate or minimize occupational exposure to bloodborne pathogens in accordance with OSHA Bloodborne Pathogens Standard, Title 29 Code of Federal Regulations 1910.1030.
  1. The ECP is a key document to assist the district in implementing and ensuring compliance with the OSHA bloodborne pathogens standard, thereby protecting employees. This ECP includes:

    1. Employee exposure determination

    2. Procedures for evaluating the circumstances surrounding an exposure incident; and

    3. The schedule and method for implementing the specific sections of the standard, including:

      1. Methods of compliance

      2. Hepatitis B vaccination and post-exposure follow-up;

      3. Training and communication of hazards to employees

      4. Record keeping.

  2. Program Administration

    1. The Superintendent shall designate the person responsible for the implementation of the Exposure Control Plan who will maintain and update the written ECP at least annually and whenever necessary to include new or modified tasks and procedures.

    2. Those employees who are reasonably anticipated to have contact with or exposure to blood or other potentially infected materials are required to comply with the procedures and work practices outline in this ECP.

    3. Director of Buildings and Grounds will have the responsibility for written housekeeping protocols and will ensure that effective disinfectants are available.

    4. Staff Assistant Health Service will be responsible for ensuring that all required medical actions are performed and that appropriate medical records are maintained.

    5. Director of Curriculum will be responsible for the training, the documentation of training and insuring that the written ECP documents are available to employees, OSHA and NIOSH representatives.

    6. For Custodial Services, the Director of Buildings and Grounds will maintain and provide all necessary personal protective equipment (PPE), engineering controls (i.e. sharp containers, labels and red bags etc.) as required by the standard and will ensure that adequate supplies of the aforementioned equipment are available.

    7. For Nurses, the Health Services Staff Assistant will maintain and provide all necessary personal protective equipment (PPE), engineering controls (e.g., sharp containers, labels, and red bags etc.) as required by the standard and will ensure that adequate supplies of the aforementioned equipment are available.

    8. Disposal of medical waste shall be the responsibility of the Business Administrator/Board Secretary or his/her designee and shall be done in compliance with state and federal laws.


  3. Employee Exposure Determination

    1. As part of the exposure determination section of the ECP the Morris School District recognizes that nurses, coaches and trainers in the Morris School District are job classifications in which these employees may have occupational exposure. This determination is made using the following classifications:

      1. Classification I
        Jobs in which required tasks routinely involve a potential for mucous membranes or skin contact with blood, body fluids or tissues. Use of appropriate measures is required for every employee in these jobs.

      2. Classification II
        Jobs in which required tasks normally do not involve exposure to blood, body fluids or tissues, but may require performing unplanned Category I tasks. In these jobs the normal work routine involves no exposure to blood, body fluids or tissues, but exposure or potential exposure may be required as a condition of employment.

      3. Personnel Not Covered by the Standard
        Jobs in which exposure to blood, body fluids or tissues is not part of the job description are not covered by the standard. The normal work routine involves no exposure to blood, body fluids or tissues and the worker can decline to perform tasks which involve a perceived risk without retribution.

        "Good Samaritan" acts which result in exposure to blood or other potentially infectious materials from assisting a fellow employee (i.e. assisting a co-worker with a nosebleed, giving CPR or first aid) are not included in the BLOODBORNE Standard.

        Note: All employees who do not fit into Classification I or II will fall into the third category which is not covered by the Standard.

  4. Effective Dates

    1. The Bloodborne Pathogens Standard was published in the New Jersey Register on July 6, 1993. The Standard including Universal Precautions became operative on October 4, 1993. The Superintendent or his/her designee will notify the Board when the plan and the materials have been updated.
