NONRENEWAL

The Board of Education has an obligation to the citizens and pupils of the Morris School District to employ the professional staff best trained and equipped to provide a thorough and efficient educational program. It shall meet that obligation by retaining only those nontenured teaching staff members who meet those standards.

The Superintendent shall prepare procedures for informing teaching staff members of the adequacy of their performance in the Morris School District and to assist them in their professional development whenever possible. When a nontenured teaching staff employee’s performance does not meet the standards of the Morris School District, the Superintendent shall recommend to the Board of Education that the employee not be reemployed.

The Board of Education shall meet privately each year to consider the renewal and nonrenewal of contracts for nontenured employees and determine those teaching staff members who will not be reemployed. Notice will be given by the date specified by law.

The Board of Education shall formally instruct the Superintendent, at a public meeting held before the date specified by law, to notify any such teaching staff members that they will not be offered contracts for the ensuing school year. Such notice shall be in writing and shall be received by the teaching staff member by the date specified by law. The resolution so adopted need not name the staff members, but if it does not, a record of the name of the staff member not reemployed, containing the date upon which the Board of Education made its determination, shall be retained in the files of the Superintendent.

Any teaching staff member whose contract has not been renewed by the Board of Education may apply in writing to the Board of Education for the reasons for nonrenewal within 15 days of notification. The Board of Education will provide a written statement of reasons within 30 days of the receipt of the request. The Board of Education will also provide an informal appearance before the Board of Education to any nonrenewed teaching staff member, provided that a request for such an appearance is received within 15 days after the teaching staff member receives a statement of reasons.
