The Morris School District Board of Education recognizes its responsibility in maintaining the
vitality of the curriculum and the relevance of the educational program through appropriate
assignment of certificated staff throughout Morris School District schools. Changes in certificated
staff assignments initiate challenges which may cause professionals to re-visit techniques, re-invent
instruction and re-vitalize professional energy levels. Certificated staff transfers also foster
cooperative collegial relationships which pool the talents of professionals for the enrichment of
student learning through educational practices which are value-tested and long-lasting in their
influence upon the education program served by the Morris School District. Transfers of staff can
also help with articulation between grades and schools.
The Board of Education shall review the assignment of all certificated staff members every four
(4) years effective January 1, 1999 for the purposes stated above. In so doing the Board of
Education maintains the option of reassigning a maximum of four teachers per school and all
principals/vice principals (where an appropriate position exists) among the elementary schools,
Frelinghuysen Middle School, Morristown High School and Lafayette Learning Center. The
reassignments will be voluntary as well as involuntary; and will be dependent upon the input from
teachers (through written requests), immediate supervisory and Central Office personnel.
The Board of Education further maintains its statutory authority to reassign certificated staff on an annual basis outside of the prescribed four-year review. Such reassignments shall be voluntary
based upon available "open positions", involuntary based upon reduction in force, or involuntary
due to mutually developed conditions in a Professional Improvement Plan.
