The Board of Education shall appoint all staff members only from nominations made by the
Superintendent. Should a nominee be rejected, it shall be the duty of the Superintendent to
make other nominations.
The Superintendent shall establish comprehensive recruiting practices so that certified teaching,
administrative and supervisory personnel will be selected for appointment to position vacancies
through a uniform and meaningful process. Such practices shall include participation of
principals and other supervisors (and, if practical, parents, other community members and
students) in the selection process. All candidates shall be properly certified and shall file a
completed application form and a writing sample.
The Superintendent shall recommend for employment those individuals who, in his/her opinion,
are best qualified to fill the vacancy without regard to race, creed, color, national origin, ancestry,
age, sex, affectional or sexual orientation, marital status, familial status, liability for service in the
Armed Forces of the United States, atypical hereditary cellular or blood trait of any individual,
disability or other conditions not related to the duties and responsibilities of the job.
Prior to recommending a candidate to the Superintendent, the Director of Human Resources shall contact all
references, make summary statements regarding them, and have the candidates interviewed by
two administrators who will submit their findings to the Director of Human Resources. In the case of certified
teachers and administrators, the Board of Education recommends that demonstration lessons be
provided or arranged for viewing.
The Superintendent shall make a recommendation and the Board of Education shall affirm
employment and initial placement on the salary guide by a recorded roll call majority vote of the
full membership of the Board of Education.
Certified employees newly appointed to a post in this district may be given credit for prior
employment for teaching or related experience. Each such prospective employee will be
considered on a case-by-case basis by the Board of Education upon the recommendation of the
Superintendent.
The Board of Education authorizes the Superintendent to recruit persons qualified to pursue the
alternate method of certification, and to develop a program of supervision and training for them
acceptable to the State Department of Education. Such candidates for employment shall be
recommended to and hired by the Board of Education.
