The Board of Education shall create and maintain a sufficient number of positions to provide for
the specific educational needs of the pupils in the Morris School District's programs. Only the
Board of Education can create a new position or appoint a person to an existing position; specify
the number of employees in each category; fix the initial salary for new positions and new
employees; and determine the duties of any such position in order to meet the needs of a
changing school population; to implement newly designed courses and activities for the pupils of
the Morris School District; and administer the Morris School District in a thorough and efficient
manner.
Before any new certified position is established in the Morris School District, the Superintendent
shall present for the Board of Education's approval, a job description for the position which
specifies qualifications, performance responsibilities, and the method by which the performance
of these responsibilities will be evaluated.
The Superintendent shall recommend candidates for appointment by the Board of Education.
Subordinates may effectively recommend candidates to the Superintendent and/. or his/her
designee.
The Board of Education directs the Director of Human Resources to maintain comprehensive and
timely collections of job descriptions for all staff positions.
The Superintendent and/or his/her designee shall be responsible for supervision and evaluation
of all employees in their line of responsibility.
It shall be the policy of the Board of Education to seek and to hold the most highly qualified
personnel for all certified paraprofessional, and non-certified positions.
The Board of Education shall seek to:
- Identify, encourage and assist in the development of strong leadership skills and
abilities within the staff;
- Ensure continuing excellence of Morris School District employees through
evaluation and in-service training programs.
