Material being sent home with pupils shall relate only to school matters or pupil-related
community activities. Except when it pertains to the individual pupil, all publicity or materials
to be disseminated by pupils shall be presented to the principal of the school and to the
Superintendent or his/her designee for approval prior to distribution. This includes fund-raising
materials.
Pupils shall not be used to distribute partisan materials or partisan information pertaining to a
school or general election, budget or bond issue, or negotiations. Further, pupils shall not be
asked to distribute any material(s) for the benefit of any individual, group, or profit-making
organization.
No staff member may distribute or display any materials or partisan information pertaining to
a school or general election, budget or bond issue, or negotiations, on school property
without prior approval of the Superintendent. (This policy covers displays and bulletin
boards, as well as written materials.)
All surveys, questionnaires or other similar items requiring pupil or parent/guardian response
shall be reviewed and approved by the Superintendent prior to distribution. The
Superintendent shall solicit written permission from parents/guardians before students
participate in surveys or research that requests personal information as set out in Federal
law.
To survey without written parental consent, all the following circumstances must apply:
- No federal funding shall be used in the program through which the survey/questionnaire
is completed;
- The survey/questionnaire must be voluntary;
- The survey/questionnaire must be anonymous;
- All parents/guardians must receive prior notification of the survey/questionnaire and the
reasons behind the survey/questionnaire;
- All surveys/questionnaires must be destroyed after the final results are completed.
